摘　　要：运用工程项目管理理论和风险管理理论,通过规范分析和实证分析相结合的方法,结合我国石油储备库建设项目的实际情况,分析石油储备库建设的必要性及建设项目全过程的生产安全风险因素,研究石油储备库从项目立项、设计、施工及运行期间的安全风险管理,提出应采取的风险对策措施,构建大型石油库建设项目风险预警及应急管理体系,以期保证石油储备库建设项目全过程安全。The theory of project management and risk management theory, empirical analysis and normative analysis by a combination of methods, combined with the library construction project China＇s oil reserves of the actual situation, analysis of oil reserves and the need for library construction projects the whole process of production safety risk factors, with oil reserves library from the project, design, construction and operation period of the security risk management, proposed to take the risk of countermeasures to build a large oil depot construction pro-ject risk early-warning and emergency management systems in order to ensure that oil reserves library construction project the whole process of safety.
