二元社会体制的财政学视角分析——兼论“民工荒”的制度性原因

摘　　要：二元社会体制被认为是当前"民工荒"的重要原因,本文尝试从财政学视角分析二元社会体制难以破除的制度性因素。本文的基本结论是,在二元社会体制背景下,城市政府可以获得更多的财政利益,这种既得利益在财政分权的背景下得到强化,从而进一步固化了二元社会结构;而二元社会体制下城市单方面制定城乡政策的制度安排,使得二元社会体制的自我强化成为可能。这些因素正是当前"民工荒"现象和城市化进程缓慢的重要的制度性原因。Duality society system is regarded as a main reason of ＂the shortage of migrating workers＂.In this paper,I make an analysis on the systematic factors of ＂the shortage of migrating workers＂ from the perspective of finance.I argue that the urban government will obtain extra financial income under duality system.With fiscal decentralization,extra benefit will be strengthened to solidify the duality system.The systematic arrangement that the urban government unilaterally formulates the urban and rural policies makes it possible for strengthening the duality system.All the factors mentioned above will be the systematic reasons which causes ＂the shortage of migrating workers＂ and slowdown the pace of urbanization.
