摘　　要：随着现代战争对装备联合作战能力要求的提高,现有装备采办的思想和体制已不能满足装备建设的需要。提出基于能力和仿真的武器装备采办（ca-pability and simulation based acquisition,C＆SBA）的概念,分析了C＆SBA的过程,建立了C＆SBA体系结构的架构,分析了实施C＆SBA需要突破的关键技术。With the increasing requirements of the modern war to the equipment joint fighting capability,the existing equipment acquisition of ideas and institutions can not meet the needs of the construction equipment.The paper proposes the concept of capability and simulation based acquisition（CSBA）,analyzes the process of CSBA,puts forward the franwork of the CSBA system construction,and analyzes the key technology of implementing CSBA.
