摘　　要：十七届三中全会土地流转的相关政策加快了全国范围的土地流转和确权发证工作。在土地流转的背景下,如何盘活农村资产、增加农民的财产性收入,成为理论界探讨的热点。在已有的政策和机制的基础上,设计了具有可操作性的农村土地承包经营权抵押担保制度,以期增加农民的财产性收入,促进土地流转和完善农村金融体系。policies about land circulation in the third plenum of the 17 Communist Party of China Central Committee promote the work of rights defining of land.How to revitalize the poverty rights of rural land and increase farmers income becomes a hot topic in academic circle.Based on present policies and mechanisms,this paper establishes a system of underlying security on Rural Contracted Land Use Right Certificate.The purpose is to increase the income of farmers in the West of Chongqing district,promote the transfer of land and consummate the finance system in rural area.
