摘　　要：社会转型与变迁时期社会极不稳定,社会动荡与社会发展的机遇相互并存。要抓住发展的机遇,必须全力维护社会的稳定。在借鉴社会冲突理论的基础上,结合中国的国情,着力构建适合中国国情的维稳机制:提高政府执政能力是化解社会冲突维护社会稳定的关键;构建适应社会发展的法律体系,充分发挥法律维护社会稳定的功能;建立"社会共享价值观"是化解社会冲突维护社会稳定的要求;公安机关社会管理创新是整个社会管理创新的重要组成部分。The transformation and flux mean the extremely social instability,and the social turbulence coexists with the opportunity of social development.However,to grasp the opportunity of development,we must keep the social stability in full sail.On the basis of using social conflict theory for reference,and according with the situation of our country,we can establish the stability-keeping mechanism which meets Chinese situation.Among them,improving the ability to govern is the key to settling social conflict and keeping social stability.Constructing the legal system meeting the social development,we can adequately develop the function that the law can keep social stability.Establishing social sharing value is the request of settling social conflict and keeping social stability.The social management innovation of public security department is the important part of the whole social management innovation.
