摘　　要：在20世纪的80年代中后期,世界各国开始兴起了一种以治理社区内的犯罪活动以及维护社区秩序与安全为主要内容的社区治安与犯罪问题解决活动,即COPPS,并且把社区治安与犯罪问题解决上升为一种战略高度来处理社区内外部的各种问题、矛盾与纠纷,各国都取得了一定的成效。COPPS战略对于我国农村矛盾的化解工作有很大的借鉴意义,充分地挖掘农村社区在我国农村矛盾化解中的重要作用,以维护农村社区的稳定与和谐。In the Mid/end 1990s,COPPS,a way to manage criminal activities,maintain the social order and security was popular all over the world.This way can help to improve the solution of all kinds of problems and conflicts and also made some achievements.COPPS is of certain reference value for settling the problems in rural places,and rural community should play an important role in settling the problems in rural places to maintain the rural community more stable and harmonious.
