英美天然气产业监管及其借鉴

摘　　要：英美的天然气市场经历了曲折的监管过程,两国都实施了一系列措施推进其天然气市场的稳步发展,如促进井口价格管制的解除,完善对管道运输价格体系的监管,促进天然气市场的竞争等,最终形成了世界上最完善的天然气市场。我国的天然气市场正处在发展初期,本文旨在通过研究英美天然气市场的发展历程,剖析我国天然气市场发展过程中存在的问题,并据以提出相关的改革建议,包括:开放天然气勘探开发领域、积极建设天然气输气管道、引入第三方准入机制、改进管道费率确定方法、建立有效的监管机构和完善的法律体系等。The natural gas markets of UK and USA have undergone countless supervision with the two countries taking a series of measures,such as facilitating the deregulation of well-head price and improving the supervision of pipeline transportation price system,promoting the stable development of their natural gas market,which ultimately helped to shape the two best-established natural gas markets in the world.Now the natural gas market in China is at the initial stage of development.This paper intends to analyze the problems in this process and bring forward relevant innovative suggestions based on the research of the development history of the natural gas markets in UK and USA.These suggestions include：opening exploration and development to the public,building natural gas pipeline transportation to a large number with the third party access system introduced,improving the pipeline rate definition approach and establishing efficient regulatory bodies and sound legal system.
