摘　　要：针对垃圾焚烧发电BOT项目中现行的垃圾处理服务费调价方法存在的成本信息不对称、缺乏促使项目公司提高生产效率的激励等缺陷,通过对垃圾焚烧发电BOT项目的收入和成本构成分析,建立了包括根据经营成本、项目静态投资、上网电价等3个不同因素的焚烧发电BOT项目价格调整方法体系,该价格调整体系引入生产效率增长率r和服务质量系数Q,有利于项目公司努力降低成本,提高垃圾焚烧服务质量,实现监管结果与垃圾处理服务费的关联,同时分析了此类项目的价格调整启动机制。Aiming at the deficiency of service charge adjustment of BOT project for waste incineration-power generation, such as anisomerous cost information, lacking stimulation for prompting project company to improve production efficiency, based on income and cost component analysis of the BOT project, the price adjustment system of the project was built, which covered incineration operating cost, project static investment and power price. By introducing two parameters, growth rate of production efficiency and service quality coefficient, the price adjustment system could make project company to reduce costs, improve service quality of waste incineration, and associate incineration subsidy with regulatory results. At the same time, the price adjustment launching mechanism of such proiects was analyzed.
