建设幸福东莞目标下的土地利用问题探讨

摘　　要：东莞市委在十二届七次全会提出:"十二五"期间,东莞经济社会发展的核心是"加快转型升级,建设幸福东莞"。建设幸福城市将成为东莞城市未来的发展目标。但幸福东莞的建设之路任重而道远,面临着发展空间的约束,结合《东莞市土地利用总体规划(2006—2020)》,通过调查分析29个镇区的190个生产队或小组的土地利用中存在的问题,提出建设幸福东莞目标下土地利用应采取的政策措施。The core of economic and social development in Dongguan, which is proposed in the seventh plenary session of the 12th Dongguan Municiple Government Committee, is the ＂speed up transformation and upgrading, and construct happy Dongguan＂ during the twelfth-five-year-plan for national economy and social development. The construction of happy Dongguan will be- come the future development goals, but it has a long way to go with the constraint of development space. Combined with Dongguan Land Use Planning （2006-2020） , by investigating problems of the 190 production teams or groups in 29 townships in land use, the paper proposes policy measures of land use tor constructing happy Dongguan.
