摘　　要：进入21世纪以来,中国频繁发生极端气候事件,2010年半个中国遭到洪水侵袭,生命、财产遭到威胁,防洪工作亟待加强。随着灾害在中国的频繁发生,城市的安全问题引起人们的一致关注。荷兰有近50%的国土面积位于海平面以下,在防洪工作中积累了许多宝贵的经验,本文从荷兰防洪的组织体系、法律体系以及防洪措施等方面总结了荷兰的先进抗洪经验,以期对我国的城市抗洪工作有所借鉴。With the frequent occurrence of extreme weather events in China from the 21st century,about half of China was attacked by flood,life and property were threatened,the flood-preventing works should be improved,the problem of the city security arouse people＇s attentions.Holland＇s people have accumulated a lot of experiences during thousands years of fighting against the floods.The authors conclude advanced experiences of flood-preventing based on organization system、law system and measures of flood-preventing and so on.This paper is expected to make contributions to our cities＇ flood preventing cause.
