北美线性开放空间规划与管理经验探讨

摘　　要：承载着丰富的自然资源要素和历史文化信息的线性开放空间因在多个层面影响区域资源利用、城市空间形态和活力而成为资源管理、城市规划等领域的研究热点。本文在论述分析北美线性开放空间的功能型态、历史框架、建设与管理等成功经验的同时,指出成功的线性开放空间规划,应该能在保证资源可持续利用、保护生态系统完整性的同时满足休憩娱乐、游憩健身、邻里交往、遗产保护等人类社会心理需求,其高效的建设管理模式应具多主体协调合作、多尺度交互和成熟的公共信托原则等特征。最后论文基于对我国线性开放空间规划与管理的理性思考,分别从宏观层面、中微观层面和制度层面提出对我国线性开放空间规划与管理的建议。Linear open space is a type of space that loads rich natural resources elements and historical and cultural information and it influences regional resource utilization,urban space form and activity in multi-levels.Therefore,the linear open space has become global research hot spot in the field of resource management and urban planning.The paper tries to discuss and analyze some successful experiences of North American such as functional configuration,historic framework,development and management of linear open space.It points out that the successful linear open space planning must ensure sustainable utilization of resource and integrity of eco-system and at the same time satisfy human social psychological needs such as entertainment,recreation and well-being,neighborhood interaction,heritage protection and so on.The efficient model of linear open space construction and management should have such characters as multi-agents cooperation,multiscale interactive and mature public trust doctrine.At the end of the paper,based on rational thinking about linear open space planning and management in China,some suggestions are proposed from macro,medium and micro levels and the aspect of institution to current linear open space planning and management in China.
