摘　　要：地方高校，承载着对地方经济发展人才的培养，对地方文化的传承与发展，肩负着重要的使命。然而，图书馆又是高校的三大支柱之一，图书馆建设的状况对地方高校的发展尤为重要。提升地方高校图书馆建设，亟待解决的是图书馆的软实力，也即图书馆的文化环境建设。加强文化环境建设是地方高校图书馆发展的关键之所在。Local universities, they are taking on the local economic development, and talent cultivation of local culture heritage and development, shouldering the important mission. However, university library is one of the three pillars, and the status of the library construction is especially important for the development of colleges and universities. As for ascension of local university library construction, the soft power of the library is urgent, that is to say, that is the cultural environment construction of the library. It is the key to the development of local university library to strengthen cultural environment construction.
