摘　　要：马铃薯以其适应性广、丰产性好、营养丰富、产业链长、经济效益高等诸多优点在保障粮食安全和促进扶贫开发领域的重要性愈发凸显,"小土豆,大产业,管大用"的发展预期较强。在充分调研丽江马铃薯发展现状,借鉴外地先进经验的基础上,为解决马铃薯产业存在的各种问题,提出了以"规划一个蓝图是基础,活化两个机制是关键,加强三个建设是保障"为主要内涵的丽江马铃薯产业可持续发展的"123"构想。With advantages of high adaptability,high yield potential,rich nourishment,long industry chain,high economic benefit etc,potato plays an important role in ensuring food safety and promoting development-oriented poverty.There is a clearer development anticipation for ＂small potato,big industry,very effective＂.Based on the retrospective survey study of the present status of Lijiang potato industry and the foreign advanced experiences,in this paper the ＂123 ＂theory of sustainable development for Lijiang potato industry with programming a blueprint as the base,activating two mechanisms as the key,promoting three constructions as the support are presented to deal with the problems lied in Lijiang potato industry.
