摘　　要：论述信息科学技术和智能科学技术的基本概念以及信息科学技术必须提升到智能科学技术的原因,指出这种提升已经水到渠成,提出培育智能科学技术人才大军已经迫在眉睫。最后分析了培育智能科学与技术人才大军的要求、措施和方法。The fundamental concepts on both information science and technology and intelligence science and technology are explicated first in the paper. And then the question of why information science and technology should be promoted to intelligence science and technology is analyzed. It is also pointed out that this process of the promotion has become urgent and therefore the task of fostering the talents troop in intelligence and technology with great scale has becomes an un-delayed issue. Furthermore, the requirements, measures, and methodologies in talents fosterin~ in this fields are t3roDosed respectively.
