海上应急医学救援能力建设的思考

摘　　要：随着国家海洋战略的发展，海上行动越来越多，活动范围越来越大。海上发生险情和事故的频率也在增加，亟需提高海上重大自然灾害、重大事故等突发事件中的应急医学救援能力。海上医学救援具有任务的不确定性、医疗需求的多样性、组织的复杂性等特点，要求具备快速应对、全面技术、军地协调等能力。因此，应当以＂大救援＂理念为基石，把医学救援延伸到卫生应急体系，构建海上医疗救治体系以提高应急保障能力，强化海上医学救援力量的能力建设以提高多样化保障能力，加强海上医疗救治平台建设以提高远程保障能力，从而提升海上应急医学救援的总体能力。The activities and range of maritime operations are all increasing following the nation＇ s maritime strategy,and at the same time,the incidence of dangerous situation and accidents at sea are increased too, so the forces of emergency medical rescue at sea which involves in the serious natural disasters and major accidents must be strengthened. Rapid response,high technology and good cooperation on medical rescue at sea are required according it＇ s characteristic. For the reason that medical treatment system at sea should be established to promote the crisis support capability, offshore medical rescue forces should be intensified to enhance the diverse support capability, platform of the medical treatment should be strengthened to fortify the remote support capability by the fundamental idea of ＂Mass Rescue＂,the entire capability of the emergency medical rescue forces at sea can be enhanced.
