摘　　要：本文以广东省云浮市的"组为基础,三级联动"的探索实践为基础,从村民自治发展的历史背景和未来走向的角度,对这一实践的价值进行探讨。这一机制解决了中国村民自治运行中的三大问题:一是通过"组为基础",保障国家政策和乡村治理的"落地"而非"悬空"在村级的问题;二是通过"三级联动"实现了乡镇行政管理与基层群众自治的有效衔接和良性互动的"对接"而非"脱节"的问题;三是解决了在村民自治运行中发挥党的领导核心作用和群众参与管理的"互动"而非"互斥"问题。它有助于选举性民主向参与式民主深化,有助于乡村治理由政府主导向官民共治深化。The mode of ＂Group as a Base, Three -level Mutual Interaction＂ in villagers＇ autonomy has solved three problems in rural areas. First, ＂Group as a Base＂ can guarantee the carrying out of the national policies. Second, ＂Three- level Mutual Interaction＂ can guarantee the connection between township administration and villagers＇ autonomy. Third, the leading role of the CPC and the administration from villagers can be played effectively. It is helpful in the transitions from voting democracy to participating democracy and from the government as a key to the co - government of villagers and government.
