摘　　要：引青济秦工程是一项大型调水工程,工程运行20 a来为秦皇岛市社会经济发展做出了重要贡献。通过分析引青济秦工程经营管理的综合情况,围绕当前水利经营管理工作中存在主要问题,探索新时期水利经营管理工作的发展思路、政策与措施,分析了工程经营管理的现状,并提出了一些对策。During the recent twenty years,the transfer water of Qinglong River for Qinhuangdao City（TQOQ）,as a huge water transfer project,has made great efforts to the social and ecnomical development of Qinhuangdao City.Via analyzing the regulating situation,according to the important problems in water conservancy management,finding out the developing concepts and methods,analyzing the regulation and management situation and suggesting some countermeasures.
