民办高校制定“十二五”发展规划的思考

摘　　要："十二五"时期是我国全面建设小康社会的关键时期,国民经济增长方式的转变、经济社会发展战略的调整对民办高校教育改革和发展提出了新要求,民办高校发展的目标、重点、方式亦将发生深刻变化。本文首先从办学规模、办学模式、办学质量、办学特色、对外交流等五方面分析了民办高校的历程与成就,然后从国民经济增长方式和经济社会发展战略的调整对民办教育产生深远影响、国家中长期教育改革和发展规划纲要为民办高校发展指明了方向、民办高校发展仍然面临诸多自身内部问题等分析了民办高校发展所面临的形势;最后,从体制依托、服务转型、内涵发展、风险防范等四个方面提出了民办高校"十二五"时期发展对策与建议。为民办高校制定和实施"十二五"发展规划提供参考。＂The twelfth five-year-plan＂ period is a critical period of China＇s building a moderately prosperous society. National economic growth changes and adjustment of economic and social development strategy put forward new demands for reform and development of nonpublic colleges and universities. The objectives, priorities and methods of their development will also undergo profound changes. Firstly, this paper analyzes the history and achievements in the aspect of school size, school model, school quality, school characteristics, and foreign ex change, etc. Then it analyzes the situation which non-public colleges and universities are facing in the following aspects, e.g. , national economic growth method and adjustment of economic and social development strategy have a profound impact on non-public education, the state long-term education reform and development plan outline points out the direction for the development of non-public colleges and universities, development of private colleges and universities still face many problems within their own. Finally, it puts forward countermeasures and suggestions for non-public colleges and universities in the period of the twelfth five-year-plan in terms of system reliance, service transformation, content development, and risk prevention, which can serve as reference.
