农民权益保障:政策结构的完善与调整

摘　　要：形成农民权益保障问题的原因很多,有些属于非政策性因素所导致,有些则属于政策结构不完善所导致。在某种意义上说,源于政策结构不完善的农民权益保障问题更值得关注。目前这类问题主要表现在配套资金的两难选择、粮食主产区的可持续发展、土地征用补偿标准的相对性侵权、承包土地数量的非均等化等方面。解决上述问题,应从政策结构的完善与调整入手,调整配套资金的政策规划,调控生产资料的上涨幅度,协调征用土地的补偿标准,完善新政策环境下的政策结构,引导土地资源向相对均衡化的方向发展。Reasons for the formation of the guarantee problem of peasants＇ rights and interests are various, some are caused by the non-policy factors, some are brought about by the imperfect of the policy structure . In a sense, what is worth paying more attention was the imperfect of the policy structure which caused the problem on the protection of the peasants＇ rights and interests. So far such problem is mainly manifested in the choosing dilemma of the matching funds, the sustainable development of major grain producing areas, the relative tort of land expropriation compensation standard, the disequalization of the amount of contract land, etc. In order to solve all above problems, we should improve and adjust the structure of policy at first, then we have to adjust matching funds policy making, control the production rise range, coordinate the land acquisition compensation standard, improve the new policy environment of the policy structure and guide the land resource develops to a relatively balanced direction.
