摘　　要：在介绍"体制"、"单位"和"事业单位"等政治学基本概念的基础上,对我国图书馆事业体制形成的原因、体制的本质特征进行了分析,述评了改革开放以来我国图书馆界对事业体制的认识及对改革方法思考的不足之处,认为政治体制改革是图书馆事业体制改革的基础,图书馆事业体制中的很多问题只有随着国家政治体制改革的深化才能逐步得到解决,这需要一个长期探索的过程。The paper concisely introduces the politics concepts of ＂System＂ and ＂Unit＂ and ＂Non - Governmental Public Organization （NGPO） ＂, analyzes the formation cause and inbeing characters of Chinese librarianship system, reviews our thoughts about the librarianship system and the way to reform existing questions, realizes that the reform of political system is the basis of librarianship system reform, and those questions in the librarianship system will be settled with the country＇s reform of political system, but there is a long time to go.
