摘　　要：社区矫正是国家一项刑罚执行措施与罪犯改造制度,是司法改革的重要内容。作为一种与监狱矫正相对的行刑方式,反映了现代刑罚"报应主义"向"目的主义"的转变。社区矫正工作有其自身的特征和发展规律,但社区矫正工作在理论基础、法律依据、法律程序、具体工作方法等方面存在缺陷,诸多热点和难点问题都亟需解决。As a penal execution measures and criminal reform system of the state,the community correction is the important content of ju-dicial reform.The community correction is one kind way which rectifying with the prison correction,has reflected the modern penalty trans-forming＂Theorie der Vergeltungsstrafe＂ to＂Theorie der Zweckstrafe＂.The community correction has its own characteristics and development regularity,but it exists defects,such as theoretical basis,legal basis,legal procedures,specific work method and so on,many hot and difficult problem urgently to be solved.
