摘　　要：政策评估是促进政策实施、提高政策效果的一个重要管理环节。本文基于公共政策评估的理论方法、国外科技创新政策评估实践等方面,阐述和分析《配套政策》评估的理论基础和实践依据,并结合《配套政策》内容与特点,尝试设计了具有可操作性的评估指标体系,同时就该指标体系的应用提出几点思考。Policy evaluation is an important management process for promoting the implementation of policies and enhancing the effects of policies.Based on the theories and methods of public policy evaluation,the practices of foreign ST innovation policy and other aspects,this paper presents and analyzes the theoretical and practical basis of evaluation on supporting policies in carrying out ＂National Outline for Medium and Long Term ST Development Planning（2006—2020）＂,attempts to design a workable evaluation index system combined with the content and features of these ＂supporting policies＂,and finally puts forward some thoughts and advice on the applications of this evaluation index system.
