摘　　要：研究目的:探索省级土地利用年度计划考核执行监管制度的深化和措施。研究方法:文献资料法、调查法和归纳法。研究结果:深化省级土地利用年度计划执行考核监管制度有7个方面的必要性,省级土地利用年度计划执行情况考核的基本制度细化设计包括原则、考核主体和对象、考核内容、考核时点和频率、程序和方式以及结果。考核结果除要通报之外,还要对相关单位和个人进行奖惩,并在下一年度的计划指标分配中得到体现。研究结论:要深化省级土地利用年度计划考核监管制度,将省级土地利用年度计划考核成果加以应用,同时要采取措施促使这一制度实施。The purpose of this paper is to probe into how to develop the institutions of monitoring and assessment for the implementation of land annual quotas at provincial level. Methods of the combination of documentation, survey and inductive method is used. The paper finds out that it is necessary to develop the monitoring and assessing institutions in terms of seven aspects. The design of the institutions should include principle, objectives, contents, time and frequency, procedures and methods, and results. In addition to the assessment result that should be timely announced, a system of rewarding and penalizing should also be established. The paper concludes that it is necessary to develop the instit^ions of monitoring and assessing for the implementation of land annual quotas. Furthermore, it is necessary to apply the assessment result to daily land administration. Therefore some measures should be taken in order to put the institutions into practice.
