摘　　要：伙伴关系原则是欧盟地区政策的重要原则之一,该原则的实行促进了地区和地方政府、社会经济伙伴等次国家行为体对欧盟地区政策的制定和实施的参与,不过它们的参与程度和发挥的作用在地区政策的不同阶段以及在不同的成员国之间存在很大的差异。虽然伙伴关系原则的实施受到了很多的制约,其作用的发挥也受到了一定的限制,但是该原则的确立对欧盟治理具有深远的影响,使欧盟治理日益呈现出多层治理的特点。Partnership principle is one of the important principles of EU regional policy.The application of this principle has promoted the participation of authorities at the regional and local level and subnational social-economic actors in the drawing-up and implementation of regional policies.However,the extent of their participation and their roles are quite different at different stages of regional policy and in different Member States.Despite the constraints of the application of partnership principle,and its limited role in regional policy,it has deep impact on the EU governance and has made EU governance more characterized with multi-level governance.
