摘　　要：简要介绍了国内水面舰艇编队电磁兼容顶层设计与规划的现状和特点,阐述了水面舰艇编队电磁兼容顶层设计与规划的重要意义,从树立电磁兼容顶层规划思想、建立电磁兼容顶层管理机制、加强舰艇装备电磁兼容顶层设计规划和电磁频谱使用顶层规划等方面探讨了水面舰艇编队电磁兼容顶层设计与规划的思路和方法。In this paper,introducing the actuality and characteristic of top design and programming in formation of ships EMC,discussing the important significance of top design and programming in formation of ships EMC.This paper has discussed measures and methods of top design and programming in formation of ships EMC from setting top programming idea,building top administer system,strengthening top design and programming of ships manufacture and frequency use etc.
