摘　　要：黄河三角洲高效生态经济区发展建设的目的是生态优先,可持续发展。要实现这一目标,就要加强政府生态伦理责任建设。对政府生态伦理责任的内涵,政府生态伦理责任建设中的困境进行了探讨,并探索黄河三角洲高效生态经济区政府生态伦理责任建设的途径:政府要正确处理好经济高效发展和保护生态环境的关系,承担起政府保护生态利益的责任;政府要履行宣传生态文明的责任,调动人民群众的积极性,夯实生态文明建设的群众基础;政府要树立正确的生态伦理价值观,以实现黄河三角洲的可持续发展。Ecological priorities and sustainable development is the ultimate goal of the Yellow River Delta Efficient Ecological Economic Zone construction.In order to achieve this goal,the government should strengthen the construction of governmental ecological ethics responsibility.By analyzing the content of governmental ecological ethics responsibility and the dilemma in the construction of governmental ecological ethics responsibility,the paper proposes the strengthening of the ecological ethics responsibility construction of government in Yellow River Delta Efficient Ecological Economic Zone includes many aspects：The government should deal with efficient development of economy and and the environment protection properly,and take the responsibility of government to protect ecological interests.The government should arouse people’s initiative and construct the stable foundation of ecological civilization.The government should also set up a correct view of achievements for the officials so as to achieve the sustainable development in Yellow River Delta
