摘 要:中国发展正面临持续性挑战,包容性发展是应对这一挑战的新战略思路。作为一种更加全面、更趋公平、亦更具可持续性的新发展理念,包容性发展强调发展主体的人人有责、发展内容的全面协调、发展过程的机会均等和发展成果的利益共享。中国推进包容性发展需要从这四个方面全面展开,但是考虑到中国现实状况,未来努力的战略方向应该是建立健全公共服务体系、改革完善公共政策和规范提升公共管理。鉴于当前面临的持续发展的动力结构失衡问题,建立健全社会保障体系,充分发展教育、医疗卫生等社会公共服务业,以及改革优化国民收入分配政策,有助于解决此问题,因而可以作为近期的战略突破点。Inclusive development is a new strategic thinking for the ongoing challenge that China is facing in development. As a new development concept which is more comprehensive, more fair and more sustainable, inclusive development emphasize everyone's respon- sibility for development, the comprehensive and coordinated development, equality of opportunity of development process and benefit- sharing of development results. To promote inclusive development in China needs to start from the above four aspects. While taking into account the reality of China, we should put efforts on the three strategic directions in the future that are to establish a sound public ser- vice system, to reform and improve the public policy, and to standardize and upgrade public administration. Given the current problem of structural imbalances in engine of sustainable development, we should establish a sound social security system, develop social and public services such as education and health care fully, and optimize the income distribution policy, for which can help resolve the problem and serve as the recent strategic breakthrough.
