摘　　要：在实地调研的基础上,采用要素量评估化法、政策效益实证评估法,对现有海洋循环经济相关政策、法律制度进行评估,从而指出目前存在制度的缺陷。并结合津北疆发电厂"电水盐"模式,提出有针对性的政策设计方案和机制创新建议,以利于解决制度缺失,推广"北疆模式",促进海洋主要产业循环经济模式顺利发展。Based on the field survey and interview, and by adopting the methods of Elements Quantitative Evaluation and Policy Benefits Empirical Evaluation, we make an appraisal of the related policies and legal system of marine circular economy, and point out the existing institutional defects. Finally, we take the initiative in evaluating the policy/legal system and designing the scheme of innovation mechanism in the coastal zone and major marine industrial enterprises. Practical and feasible countermeasures are offered to solve the problem of system shortage, spread the ＂Beijiang model＂, and promote the smooth development of major marine industrial circular economy model.
