摘　　要：研究现行文件开放利用用户需求的新特点,分析现行文件现有三级互补模式、二级并存模式、一级档案馆模式开放利用的优缺点,构建了实用而又高效的一级行政电子文件中心,阐述了电子文件中心构建的具体措施和方法。The paper researched the new features of user＇ s needs in using the current documents, and analyzed the advantages and disadvantages of the open and use modes such as the level 3 complementary mode, the level 2 coexistence mode and the level 1 archives mode. And then, the paper built a practical and efficient level administrative electronic document center and expounded the specific construction measures and methods of the electronic document center.
