摘　　要：基于公共治理的视角,从我国城市固体废弃物管理中的"遗留旧账"、治理意识、治理动力、技术水平、整体规制与管理等方面,详细解析了目前我国城市固体废弃物管理中的缺失和困境,并借鉴发达国家废弃物管理中形成的"完整的管理体系"、"管理过程一体化"等先进的经验,从法律、技术、管理层、企业、社会意识等诸多层面,构建我国城市固体废弃物系统化处理的管理范式,这对于改变我国现有的城市固体废弃物管理体制、促进城市循环经济的发展有着重要的意义。Based on perspectives of the public governance,from the aspects of ＂old scores＂,governance consciousness,governance power,technology level,and overall planning and management in the city solid waste management in our country,this paper in detail analyzes the flaws and difficulties of city solid waste management in our country,and uses for reference the advanced experiences of the waste management such as ＂integrated management system＂ and ＂management process integration＂ in developed country,and constructs the paradigm of urban solid wastes systematic management from the aspects of law,technology,management,enterprise,social consciousness and so on,which is of significance to changing the system of existing city solid waste management in our country,and promote the development of urban circular economy.
