摘　　要：行政伦理观是公共行政主体和国家公务员在公共行政领域中关于行政伦理价值追求的总体观念,从行政伦理观的历史演变的角度出发,采用了理论研究方法,分析了不同历史时期行政伦理观的传承与变迁,针对不同历史时期行政伦理观的价值观念转变,归纳当代行政伦理观建设的启示。Administrative ethics concept is the overall concept of public administrative subjects and civ-il servants about administrative ethics value pursuit in public field.Based on the historical evolution of administrative ethics concept and corresponding theory,analyses were made of the inheritance and changes of administrative ethics concept in different historical periods.Based on the value concept changes of administrative ethics concept in different historical periods,the contemporary enlightenment on the construction of administrative ethics concept are summed up.
