摘　　要：Intemeti迅速崛起、IP业务日渐增多、电话通信IP化已成为必然的趋势,分析了PSTN的现状和日渐明显的问题,提出了一种立足于PSTN现状、基于软交换控制、实现PSTN与IP网融合网络优化的解决方案,最终实现了现有网络向全分组的NGN平滑过度的协调发展的可行性解决方案。This essay analyzes the state of the PSTN and the issue which has gradually been obvious. It prospect the rapid rising of the Interact, the gradual increasing of IP services and make the IP telephone communication became the inevitable trend. Meanwhile, the essay raises a optimize project which is established in the state of PSTN, bases on the control of soft switch and realizes the eombination of the PSTN and IP net. Finally to achieve the practical project of the smoothly harmonious development from the existing Net to complete grouping NGN.
