浅论地方政府关于开发生态旅游的规划要素——以青岛市莱西湖生态休闲区规划为例  

The Primary Research of Ecotourism Planning from Local Government Perspective——Taking Qingdao Laixi Lake Ecological Recreation Area as a Case Study

摘　　要：我国经过十几年的摸索与实践,在吸收了粗放式开发、泛化发展、盲目利用、环境污染等初始阶段的经验教训后,各地方政府旅游规划部门已经逐步学会从发展循环经济,实现旅游可持续发展的高度出发来制定相关规划。现以青岛市莱西湖生态休闲区规划为例,通过实地旅游资源普查和与规划主要制定者的访问,尝试从政府部门规划的角度探讨当前生态旅游开发中应关注的要素,以实现环境、经济、社会的协调发展。Having accumulated experiences from the initial stages including extensive, diversified and blind exploitation of tourism resources, and environmental pollution in the past decades, Chinese local government have regarded the development of circular economy and implementation of sustainable development as one important element that concern making of tourism planning. Based on the data of general investigation in tourism resources and interviews with chief makers of the plan, the paper discusses the elements related to tourism development from the perspective of government planning with the example of the Ecological Recreation Area Planning of Laixi Lake in Qingdao to achieve the coordinated and sustainable development of environment, economy and society.
