摘　　要：基于系统论,应用隶属度分析、相关性分析、鉴别力分析等方法筛选出科学的符合客观实际的指标,建立了高速公路网应急救援能力评价指标体系;采用"5/5-9/1标度"层次分析法确定指标权重,并应用模糊聚类方法对不同专家所给的权重进行分类合成,提高了权重确定的合理性;建构的应急救援能力评价模型具有系统性、科学性及可操作性.Based on system theory and selected scientific objective reality of the indicators with the membership degree analysis,correlation analysis,discriminability analysis and other methods,this study established the highway network emergency response and rescue capacity evaluation system.The application of 5/5-9/1 scale,on analytic index weights and clustering methods given by different experts to classify the synthesis of weight,the weight to determine the rationality is enhanced.The constructing emergency response and rescue capacity assessment model are of systematic,scientific and operational.
