摘 要:我国30多年的宏观调控实践以及"现代法治的良性双向运行模式"等理论都已表明,对宏观调控主体进行问责是完善宏观调控的重要路径,是"责任政府"、"法治政府"的必然要求。鉴于宏观调控主体可问责的功能和特殊性,对宏观调控主体的问责应是综合性的问责,即构建法律责任、政治责任、道德责任和绩效责任的综合"责任集合体"及有效的实施机制,以确保"宏观调控受体信任、遵从调控主体的引导以达到调控目标"这一核心行为模式的实现。More-than-30-year practices of micro-control in China and theories, such as healthy and bidirectional operation of modern rule of law, indicate that the accountability to micro-control subject is a very important path to perfect micro-control, and is also inevitable demand for responsible government and government of law. In light of the functions and particularities of micro-control subject accountability, the accountability system should be a comprehensive one, namely, a synthetic responsibility aggregation which consists of legal, political, moral and performance responsibilities, and includes implementation mechanism to ensure the realization of its core be- havior pattern, i.e. , to reach the target of macro-control by winning macro-control objects' trust and their obe- dience to the instructions made by subjects.
