摘　　要：排污权交易制度作为一种市场化的环境污染控制制度,是一个理论上完善,并得到成功实践的环境经济政策工具。文章针对石羊河流域的实际情况,对石羊河流域引入排污权交易制度的必要性和可能性分析,阐述了在该地引入排污权交易制度的障碍和对策设计。As for the market-oriented system of controlling environmental pollution , it is perfect in theory, but also the environmental and economic tool which has been successfully tested in practice.. Considering the special condition of Shiyang Valley ,the article sets forth the theoretical conception and countermeasure design of the implementation of emissions trading.
