摘 要:煤炭作为我国的主要能源,其安全生产十分重要,煤矿应急能力评价是应急管理的重要内容。论文分析了煤矿应急管理的内涵,遵循指标构建原则,建立了煤矿应急能力评价的指标体系,并基于灰色系统理论对煤矿应急能力进行评价,找出现有系统存在的不足和问题,提出相应改进建议,为煤矿应急管理系统的改进提供依据。Coal is the main energy in China and the safety production of coal is very important. The evaluation of a mine emergency capacity is an important item of the emergency management. The paper had an analysis on the connotation of the mine emergency management. The principle of the mine emergency management was established according to the index and the index system of the mine emergency capacity evaluation was established. Base on the grey system theory, the evaluation was conducted on the mine emergency capacity and the disadvantages and problems existed in the available systems were found. The related improved proposals were provided and could provide the basis for the improvement of the mine emergency management system.
