高端服务业发展的战略模式与机理——基于“热点”园区、产业链和新知识经济三大视角

摘　　要：高端服务业是处于服务业高端领域的特殊行业。发展高端服务业是经济稳定发展的重要支撑,是经济转型升级的内在要求,是经济持续发展的必然选择。文章通过"热点"园区、产业链、新知识经济等多重视角对高端服务业发展战略模式与机理进行研究,具体讨论了"热点"园区空间布局模型及高端服务业发展模式、城市发展战略定位基础上的高端服务集聚模式和"热点"园区下高端服务综合评价模型与发展模式,并就产业需求驱动的城市高端服务业形成机制、产业链视角下的城市高端服务与其他产业互动模式和引导高端服务产业聚集的政策制度创新进行分析,指出了信息技术在高端服务业中的应用、高端服务业可持续发展创新战略和城市高端服务业空间网络设计与优化策略,为我国高端服务业发展提供了有益的政策参考。High-end service industry is a special industry in the field of service industry.Developing the high-end service industry is the important support for the stable economic development;it is the intrinsic requirement for economic transformation;it is also the inevitable choice of the sustainable economic development.With the help of research on the strategic mode and mechanism of high-end service industry from the angles of the ＂hot point＂ park,industrial chain and new knowledge economy,the author analyzes some issues as the arrangement model of the ＂hot point＂ park and the development mode of high-end service industry,the agglomeration mode of the high-end service based on urban development strategic poisoning,the evaluation model and development areas in the light of ＂hot point＂ park.The author also analyzes the industrial demand-oriented generation mechanism of high-end service industry,the interactive mode between urban high-end service industry and other industries from the angle of industrial chain and the institutional innovation in guiding the agglomeration of the high-end service industry.The author also puts forward the application of IT in the high-end service industry,the innovative strategy of the sustainable development of high-end service industry and the spatial network design and optimization strategy of this industry,which will provide some policy reference for the development of China＇s high-end service industry.
