体育产业与旅游产业对接的长效机制

摘　　要：体育产业与旅游产业的对接已超越了体育旅游这一直接的形式。借助产业价值链分析方法,在剖析体育与旅游产业特点的基础上,将二者对接的物质基础归纳为"体验需求、资源共享、关联互补、产业链延伸"4个层面,并据此构建了以"需求-市场"、"资源-品牌"、"关联-创意"、"产业链-项目"为关键节点的产业链双向延伸的长效对接机制。在该机制中,政府应建立"设施完善、布局合理;政策激励、优化管理"的政府推动机制。企业应建立"品牌塑造、产品创新、竞合互动、知识共享"的企业运作机制。综合来看,政府应能强化两大机制间的互动,并沿着"市场拓展,品牌引领,创意提升,项目带动"的路径,通过建立对接的政策保障机制,为两大产业的对接提供不竭的动力。The linkage between sports industry and tourism industry has gone beyond the direct form of sports tourism. Based on the analytical methods of industrial value chain, this paper analyzed the features of sports industry and tourism industry, and then, summed up the linkage material foundation between two industries in four levels, such as experience needs, resources sharing, relevance complementarities, and extension of industrial value chain. According to the linkage material foundation, a long-term effective linkage mechanism between sports industry and tourism industry is proposed, which is composed of four key factors including need-market, resource-brand, relevance-creation, and industrial chain-project. In this mechanism, the government should build up pushing mechanism in order to improve facilities, make spatial plans, offer policies, as well as optimize administrative management. The firms should build up operating mechanism in order to create brands, make innovations in products, reinforce cooperation and competition, and share knowledge. As to governments, they should pull interaction between two mechanisms, and move along with the paths such as market exploring, brand leading, creativity improving, and project driving, so as to provide exhaustive power for the linkage between two industries.
