摘　　要：占到全国普通高校95%的地方性高校,其拥有专利的数量、质量及其转化率,不仅已经成为衡量其核心竞争力和科技创新水平的重要指标,而且也是评估其区域经济社会发展服务职能发挥的重要尺度。但是,目前很多地方性高校并没有真正认识到专利技术管理的重要意义,致使专利管理效益和效果较差。在评析其现状和原因的基础上,提出突破该瓶颈的对策建议。Local universities, accounted for 95 % of national colleges and universities, the patent quantity, quality and the conversion rate, not only have become the important indicators of the core competence and the level of technological innovation, but also as a tool of assessing the service functions of the regional economic and social development. However, many local universities did not really recognize the importance of patent management, resulting in a poor efficiency and less effective. Based on the assessment of the current situation and reasons, we proposed many countermeasures to break through the bottleneck.
