城镇贫困居民医疗救助住院报销比例测算研究

摘　　要：医疗救助是医疗保障体系的"网底",合理地设计救助方案,有助于提高救助基金的利用率和改善实际救助效果。文章以西部某市医疗救助情况为例,对城镇居民医疗救助测算方法进行初步探索。根据该市医疗救助基金的筹资情况,研究测算该市医疗救助可用于补偿住院的基金,据此测算医疗救助可用于该市不同级别医疗机构住院的报销比例。Medical assistance is the last security line of the health care system. Reasonable medicai assistance plan design would help to improve the utilization efficiency of medical assistance fund and improve the assistance effectiveness. Using one western city as an example, and according to the city medical assistance fund raising situation, we studied the fund available for inpatient reimbursement;moreover, designed reimbursement ratios for medical institutions at different levels. Preliminary explora- tion was carried out on measurement methods of urban residents＇ medical assistance.
