摘　　要：目的对1997—2008年间湖南省的卫生资源配置和利用状况进行动态分析,以期为政府部门科学、合理地规划卫生资源的布局和结构提供参考。方法采用动态分析法对1997—2008年12年间湖南省的卫生机构数、床位数、卫生人员数等卫生资源的配置和利用状况进行分析。结果近些年来,卫生人员数、医生数、床位数、医院数等大部分指标呈增长的趋势,但每千人口卫生人员数、卫技人员数、医生数、护士数等均低于全国平均水平,且卫生资源的结构配置中仍存在配置不合理的现象。结论为了合理的配置卫生资源,应提高医护比、卫生防预人员的数量,优化卫生资源结构和质量,并大力发展社区卫生服务。Objective To analyze the condition of allocation and utilization of health resources in Hunan province from 1997 to 2008 so as to offer some references for the health administrators to plan the proposal structure of regional health resource scientifically and reasonably.Methods The descriptive analysis was taken to dynamically analyze the utilization and allocation of the health resources including the numbers of health institutions,sickbeds,and the professionals in recent 12 years from 1997 to 2008.Results In recent years,the major indexes like the numbers of health professionals,sickbeds,and hospitals had showed an increased tendency in Hunan,however,the average numbers of health technical members,doctors,and nurses per thousand capita were lower than those of the whole country and there still exists the unreasonable phenomena in the structure of health resources allocation.Conclusion It is necessary to raise the doctor-nurse ratio,increase the quantity of health personnel,optimize the structure and the quality of health resources,and focus on developing community health service.
