高校战略管理的动因分析

摘　　要：高校战略管理是对高校改革和发展立足全面面向未来的前瞻性管理,是对高校一切活动实行的全面性管理和一系列决策与行动的应变性管理。为有效推动我国高校战略管理,激发高校战略管理的积极性,文章在阐明高校战略管理动因内涵基础上,剖析了高校战略管理由外在动因向内在动因转化的机理,提出了政府应给高校充分自主权的基础上对高校进行战略性指导,高校应建立相应的战略管理机构,完善战略管理的规章制度等增强高校战略管理内在动因的措施。Strategic management is a proactive management to the university reform and development that based on keeping＇a foothold on the whole situation and facing to the future, is the overall management for the university＇s implement of all activities and the contingency management for the university implement a series of decisions and actions. In order to effectively promote our university strategic management, to stimulate the university strategic management initiative, based on elucidating the university strategic management motivation content, the article analysed the transformation mechanism of university strategic management by the external motivation transform to the inward motivation, and proposed the government should give the stratigic guide to the university on the basis of the autonomous right, the university should establish appropriate strategic management institutions, and put forward the measures to enhance the strategic management of university intrinsic motivation by improving the rules and regulations of strategic management.
