创新型企业评价指标体系及评价方法

摘　　要：以国家创新型企业评价指标体系为依据,建立创新型企业评价新指标体系,包括创新条件、研究开发投入强度、创新成果、新产品销售收入占总销售收入比例、全员劳动生产率、对外技术依存度、科技进步贡献率等7个定量指标和创新组织与管理1个定性指标;以典型创新型企业各项指标的平均值为基点确定被评价企业各项指标分值,利用模糊一致偏好关系和专家调查法确定指标权重;利用加权综合评价方法计算待评企业的综合得分,并从总体和分项角度判断是否为创新型企业.以某油田企业为例说明创新型企业评价的过程.The paper constructs index system for innovative enterprise in accordance with index system of national innovative enterprise evaluation and innovative nation.The index system constructed in this paper includes 7 quantitative indexes and 1 qualitative index.The weight of each index is determined by Consistent Fuzzy Preference Relations and expert investigation.The score of each index of evaluating enterprise is calculated by comparing with the average score of each index of typical innovative enterprises.The weighted sum method is used to calculate Comprehensive score of evaluating enterprise,and the judgment is performed from the whole and each index.Finally,an oilfield enterprise is chose as a case to demonstrate the process of innovative enterprise based on the index system and evaluating method provided by this paper.
