摘　　要：采用工作流技术,设计并实现电子与实体文档一体化安全管控系统。该系统依据工作流管理联盟(WorkflowManagement Coalition,WfMC)提出的工作流参考模型,对档案管理过程进行任务角色和权限的抽象,将信息分发、审批、借阅、归档等通过工作流技术整合在一起,经用户实际使用表明,该系统能满足档案管理流程的多样化需求,提高档案管理的工作效率。With workflow technology, an electronic and entity document security management system is designed and implemented. According to the workflow reference model by WFMC （Workflow Management Coalition）, This system abstracts task roles and permissions in the process of electronic archives management; by using workflow technology, this system integrates perfectly distribution, approval, loan, archiving of information. It can be shown that, this system meets the need of the diversity in file management well and improves the efficiency a lot.
