摘　　要：为了规避目前体育场馆建设和经营管理存在的问题,保证第七届全国农民运动会体育场馆建设的顺利进行,对第七届农运会场馆开发模式进行了创新.在场馆建设前,预先进行场馆发展方案的可行性论证,保证场馆建设的可持续发展.为了实现场馆建设的可持续发展,提出农运会场馆规划采用后续利用的超前考虑模式,为城市长远发展奠定良好基础.为了保证农运会体育场馆项目顺利进行,对农运会体育场馆项目进行了全寿命周期各阶段的风险定性分析,针对这些风险提出了管理对策和防范措施.In order to evade the problems existing in construction and management of the stadiums and guarantee the smoothness of the construction of the stadiums of the 7th National Games of Peasants,a new model to exploit the stadiums of the 7th National Games of Peasants was put forward.The author conducted a feasibility study on the developing plan of the stadiums before started building,suggesting that the designers should adopt PRE-POST mode to guarantee and fulfill the sustainable development of the stadiums and set a good foundation for the city＇s long-term development as well.Moreover,this paper also conducts a qualitative analysis of the risks in various stages of the whole life cycle of the stadiums and gives out some countermeasures in precaution and management.
