从政府与大学关系之视角试解答“钱学森之问”

摘　　要：通过提出"钱学森之问",从政府与大学的关系这一视角进行分析,就我国建设服务型政府的大背景给出"钱学森之问"的答案,即要理顺政府与大学的关系,变政府"全能"为"有限",还权于大学,改革高校投资体制和经费拨付制度,注重发挥社会力量对杰出人才培养的作用。Referring to Qian Xue--sen＇s question on China＇s talent cultivation, it proposes solutions and interpretations from the perspective of government--college relationship to construet service-oriented government. The government＇s function is transferred from almightiness to limitedness, and the college is reformed in investment system and finance, with more talents to be cultivated by the nongovernmental sectors.
