对我国生态农村法制建设及其出路的思考

摘　　要：概述了生态农村的理念,分析了我国当前农村生态现状及其原因,指出了我国生态农村建设的出路:以环境法的基本原则为指导,完善生态农村法制;合理规划产业布局、发展生态农业、统筹农村经济发展与农村生态;优化农村生态保护机构和制度;合理分配环保资金,加大农村生态建设资金投入;强化生态农村建设宣传教育,增强生态环境保护意识。The idea of ecological countryside was summarized,and the current situation and its reason of ecological countryside in China were analyzed currently,moreover,the way out for ecological countryside construction in China were pointed out： taking the basic principles of environmental law as a guide to improve the rural eco-legal,and should plan industrial layout reasonably,develop the ecological agriculture,integrate rural economy development and rural ecology;optimize the rural ecological protection agencies and systems;allocate funds of environmental protection rationally,enlarge capital investment in rural ecological construction;strengthen publicity and education of ecological construction in rural areas,and enhance the awareness for ecological environment protection.
