新时期我国农业保护问题探析

摘　　要：论述了我国建立农业保护体系的目的,讨论了我国农业保护体系的现状。在此基础上,提出了新时期构建我国农业保护体系的思路,包括提高农业综合生产能力和可持续发展能力;促进农村农业产业结构调整,逐渐形成农业的产业化经营;建立以质量为基础的农业社会化服务体系,提高农民组织化程度;通过信息化服务建设促进农村市场的发展,让农产品流通更方便;增加农业科技教育投入,大力推进科教兴农战略;加大扶贫开发力度,让贫困地区真正富裕起来。最后,提出了构建我国农业保护体系的政策和措施,包括提高农业投入比重,优化农业投资结构;增加对农村科教文化事业的投资,促进农村社会物质文明与精神文明的全面发展;深化农村改革,推进体制和机制创新;扶持优良项目,加大招商引资力度,扩大农业对外开放;提高农业对外开放水平,放宽贸易管制,促进农产品出口;完善农业政策法规体系,实现对农业保护的制度化和法制化。The purpose of constructing agricultural protection system and the status quo of agricultural protection system in China were discussed.Based on this,ideas of constructing agricultural protection system in new period was proposed,covering improving agricultural comprehensive production and sustainable development;promoting the adjustment of agricultural industry and forming industrialization business;constructing agricultural social service system based on quality;improving farmers organization degree;promoting the development of countryside market through informationization service and made the transportation of information more convenient;increase investment on agricultural science and technology investment and promote scientific and technological strategy;helping the poor and enriching the poverty area.In the end,policy and measures for constructing agricultural protection system in China was proposed.It included improving agricultural investment percentage,optimize agricultural investment structure;enhance investment,promote countryside social and material civilization and spiritual civilization,deepen agricultural reform,promote mechanism innovation;support fine project,enlarge business attraction,enlarge agricultural opening policy;improve opening level,broaden business management;promote agricultural export;perfect agricultural policy and realize the institutionalization and legalization.
