我国省(区、市)地方政府在农业自然灾害预防与救助中的责任

摘　　要：阐述了省(区、市)地方政府作为省(区、市)的核心政府机关,是农业生产和农业自然灾害预防与救助的重要指导者、协调者和管理者,指出在农业自然灾害预防与救助中省(区、市)地方政府有着探索农业自然灾害保险发展模式、构建农业自然灾害应急管理组织机构、农业自然灾害预防与救助信息发布制度、形成农业自然灾害防范和控制配套体系、完善农村社会保障体系、构建多元化的农业自然灾害救助体系6项责任,明确这些责任是农业自然灾害预防与治理的基础,也是农业自然灾害预防与治理长效发展的保障。As the core government institutions,the provincial（regional） government plays a key role on leading,coordinating and managing agricultural production and the aid of natural calamity of agriculture.In the course of guarding against and aiding the natural calamity of agriculture,the provincial（regional） government bears six kinds of responsibilities,namely,to research the developing method of security against natural calamity of agriculture,to construct the organization of emergent management to against natural calamity of agriculture,to form the information issuing system of the precaution against natural calamity of agriculture,to perfect the forming system of preventing against and controlling natural calamity of agriculture,to construct the system of rural social security,to structure the multi-cultural assistant system for natural calamities of agriculture.To specify these responsibilities is the base for performing precaution and fighting against natural calamity of agriculture.
